Ensure that the correct system is selected; NTSC or PAL. The tuner might be defective and needs replacement. Secondly, look for any analogue to digital converter IC which processess the signal. Trace tracks. Look for any leaky or shorted diodes or other components. Download the datasheet of main IC (micro controller IC) and look for input points and continue your check based on that.
