I always use de-greaser to clean the paste of CPU's 'It turns it into liquid mush that you can wipe away easly.

Joshua: the fan was not that dusty but maintained it anyway, sorry I did not mention that in the article. the fan was kicking in fine and was taking too long to stay on which triggered my suspicion. have a blessed day

Mainly because the CPU almost always is placed in some kind of zero force socket with a handle or lock screw socket to be able to remove it easily if need be. Which hardly ever causes problems. Something for the manufacturers/designers to think about using for the GPU and other multi pin IC's also to escape those frequent bga solder issues.
