I see that the factory did a bad job of soldering the parts to the board , looks like a not so hot iron , maybe there is a cold solder joint or two in there that is causing your unit not to function correctly ....

Most new China bought cmos/ttl replacements may test bad in my good ic testers. Such as the 74HC4060 that give false measured frequencies as result in the Elektor Crystal Tester v2.0 when quarts crystals below a certain frequency of around 12MHz are tested. Also all 25 China received CD4045AE 21-stage ripple counter/divider ic's failed pass1 in Evie Solomon's retro chiptester. But only because a certain crystal pinout function in this chip that failed was probably not used in the 40-year-old-telenorma-station-clock-controller they still could be used in my friends device. Which you may know was fixed and documented in the 40 year old telenorma-station-clock-controller-device article on Jestine's blog.
