good repair thanks for sharing. last time I had a problem like that I have to ask a friend of mine to go up the ladder and get the burnt light for me since I have vertigo and I could lose balance while on ladder. the vertigo problem is almost gone but it comes and goes. any way. thanks for sharing and have a blessed day.

This tube light's led strip has marking 24S4P means 24 leds in searies and 4 such string in parallel configuration.Each led is 0.2 watt and 3 volts rating. Total 96 ledsX 0.2 watts=19.2 watts. Led string has rating of 60 milli ampere. So total current reading of 0.235 A is ok.
Poliyester film capacitor is for suppression of radio interference and having 104J/ 400V rating.
Normally 20watt driver has rating of 240mA and 72V output.

I guess that the value of the charred fixed cap could still be determined by opening one of the other 2 still good batten LED lights you have in your service room.
But I understand that you didn't want to open those because of the flimsy case and the hassle it was to drag the driver board back into the case.
