By-the-way: The in the article mentioned marked with S2PH chip must be this Li-ion charger chip, See:
http://www.s-manuals.com/pdf/datasheet/l/a/la9010_r01_inno.pdf
And don't get confused by other chips (16 DIL pins) with that same name from Sanyo, because both LA9010 chips got nothing in common.

I believe that when we push a probe on a pin to check it we can get a false positive from the pressure used on the pins. Since I already had the device opened up I would go ahead and reflow the IC pins - it can't hurt anything and it just might fix it.

You are right of course AdamS. Sadly my brother already had cut out some of the original box sides to keep the rest in a map. But he probably doesn't need the box anyway because he saved the warranty card and the receipt.
He will try to get his money back or a new replacement Dashcam.
