Insects also are prone to damage the circuit and are one of the cause.

You can Use NC Thinner or 99% ISO PROPYL Alcohol of any brand , Petrol is also used.

In TNY279 pin no. 1 is ENABLE & pin no.2 is Bypass connected to ground.
Check TNY279 pin no,1 feedback circuit components & capacitor grounded with pin no.2 or check by replacing TNY279 IC.

Normally this types of fan does not uses ball bearing,it just having shaft with plastic lock clip just clean & lubricate it(never use any type of Grease that accumulate dust & create further damage in bushing & shaft) that's all.

Comparing capacitor failures on the 3.3, 5 and 12V lines for modern PC supplies, would it be fair to say the 16V capacitors fail more often?

good repair and thanks for sharing. one thing comes to mind is the fan and would love to see the fan being replaced instead of being cleaned. I have seen fans failing even it was cleaned so that is my recomendation to replace when possbile instead of cleaning. have a blessed day
