As per the process for Caplock error code.
2 Blinks indicates to BIOS IC / Program corrupted.
3 Blinks Indicates to Memory / Clean or replace the module.
4 Blinks indicates to Graphics / reflow or change the GPU /CPU.

Some time Compatible parts are not working with dell for longer time.
Covid 19 ruined daily bread earners & small scale Businesses across the world because shops markets are closed down.so we have to get the resources which are available.

Maybe you could start with first safety read out by removing and then reflashing the mostly sop8 Bios chip with the right binary file for your laptop?
Or look at the HP web site or on forums for the meaning of the led blink code? And start from there? It also could be the result of another Windows 10 upgrade failure?
