Once Dick Smith sold out of all those kits there were no more new ones made.
Also Dick Smith Electronics (as it used to be back then) is no more - the company went bust and shut down. The name was sold to Kogan and still exists online only.
The guy who designed this shorted turns tester (Bob Parker) made an updated unit called the Blue2 Ring Tester.

You can try email them about the procedure on how to get one. The last unit i bought from them was many years ago and perhaps now they might have new policy about the shipping to other countries.
