The ESR meter is very helpful, sometimes the e-cap is not bulged and it has a high ESR. First beging testing all the voltages in the SMPS.

No it wasn't because of the blue ESR meter... On the photo it is obvious the e-cap was bulged (defective) so no point in using the ESR meter but simply changing it with a new one.
