Thanks for the clues and inspiration to do this task Robert and Jestine. I took my time with this to clean my sons Targus cooling mat - the exact same model as yours. I was able to use the wire support from an old set of windscreen wipers (our type dont use the plastic spine but instead are all rubber with two long pieces of flat stainless steel supports).
With a slightly sharpened end I was able to undo the rear retaining clips for the perforated mat. Then the sides. This allowed me to remove the mat and fans without damage to the 'cloth?' covering.
