The CRT TV heater voltage can't be test using normal meter because it is a high pulse ac voltage. Look at the heater light if it has a quite decent brightness then it should be good. Or you can remove the ac heater and connect an external dc 6.3 volt to the filament to check out the display. If the problem still exist then it is not due to the heater problem. For your information heater can run on DC and AC.

If the set working normally and only the high squeal sound then suspect the transformer. Try gently knock on the transformer to see if the sound will go away or not. If yes then you can remove the transformer and immerse it into shellac for a minute and let it dry for a day. After that you can fix it back and hope the sound will go away.
