It can be the LM1279N or driver ic. Check also for the signal cable and make sure no broken wires.

When I switch on , Standby supply indicator red is on and then turn to green shortly and then red again automatically . 
Remote control then fail to operate it.

I need some general working principles on the IR unit over the supply and any specific area that i need to examine.

I have the circuit and only analogue VOM at hand.

I have problem with my Television. The picture is bigger than actual screen.
I Had check board and I found resistor burning near Vertical IC. I had replaced it by new one and then burning again .
So please give me what is your opinion about this case
