Sorry i do not have the schematic. Is all the output voltages from the smps good and stable? If it is not stable it can cause many weird problems.

I came across a APC UPS before and after installed new batteries, it still won't work and the LED flashes. Once the eeprom been reprogrammed (smd 8 pins eeprom) it worked great. I forgot about the model that's why i suggest that you check for the eeprom.
