It can be the capacitor but the value is printed on the body and you can read it from there. It can also be some shorted semiconductors along the inverter circuit that you need to check too.

					<description><![CDATA[I have an Acer lcd monitor model AL 1714.  The power supply is correct @ 19 volts
but I have no display.  I found an open circuit 3 amp fuse on the invertor pcb. When this was replaced, the monitor indicator lamp was flashing on and off,(Orange) but still no display. Can you tell me if the capacitors that feed the individual output supplies could be at fault? and also the value of these capacitors

I suggest that you check the red circuit which include the driver transistor. If possible compare the RED circuit with the Blue and Green circuit by using voltage and scope testing. From there you will have a guidance on what to check.
