I have seen the effects of ESD on a silicon level when I told our QA to dissect an IC because of a low yield. These are usually burnt holes on the silicon. But modern IC's have a built-in protection for ESD. As precaution, I implemented this in our board repair dept.

I guess it is more suitable for those who deal with motherboard and the harddisk and other very sensitive boards. So far touching parts on the Monitor, TV, power supplies and even printers have no problem.
