The line had voltage and after the resistor no voltage, but it is on the ground line. I thought it was taking it to ground. Thanks for that piece of treasure.

You can use a normal solder gun or a rework station to remove it. You can buy smd parts from digikey.com

If you work on lots of smd ic and components then you need a rework station. If there is occasionally one or two smd components then using a normal solder gun could do the job. I guess the resistor you were referring to was open circuit and not short circuit because rarely we could find a shorted resistor.
