There must be 3v at each pin of RGB output pins. Please help me what could be problem. What voltage supposed to be at input RGB pins coming from LA863328c IC. There is also 0v. I am too much confused whether first IC (LA76810a) is faulty or second on (LA863328c). Need your help dear experts

A week ago a friend of mine brought Philips ( Model 21PT176) with the same fault (white raster with fly back lines). The 22microF/250V and the diode were fine and 175V was there.
I solved the problem by replacing the valve base with a new one!
