Any leakage inside the panel between the closely populated transistors and assistive components can create problem due to carbon deposits getting formed. The short killer method is to burn the carbon within the panel, but can result in permanent damages to adjascent good tracks. Many thanks for your comments!

Thanks Engineer Parasuraman. I'm imagining that its the SMD components that creat the very high voltage between say pins 1 and pin 3 of the CKV lines, and that high voltage overcomes the high resistance in mega ohms range between the said internally connected pins. The input voltages at the scaler board are just between 1.8v and 12v.

And if the short is in the panel what happens?

Amazing repair Maestro.
This is the one TV repair that scares me the most.
Cutting tracks and trying to repair them without the aid of magnification....
