In the past I made a DIN/CCIR tapedeck Gleichlauf Prüfgerät from German firm ELV. The GLP7000 that also produced two signals to measure and adjust tape/cassette speed and jitter. CCIR at 3000Hz and DIN at 3150Hz.
With this tester we can exactly adjust the tape motor speed with the potentiometer inside the capstan drive motor or on the mainboard speed controller.
