I just stumbled across this page. I have the same power conditioner and it also doesn't turn on. I was going to remove the PCB in order to desolder individual components but the connectors seem to be glued to the tabs. What did you use to disconnect them?

I have the same problem, in the same unit! I can’t find the capacitor for replacement as the original has that number on it (that seems to doesn’t have any sense on the web...): WFA274K 450v
Can you help me on that please ?

i would like to know what kind of test instrument did you used to figure out it's an open circuit. unlike the electrolyte capacitor when it's in good condition the pin of a analog multimeter reflects forward and back to its resting position. i will be curious also to know how one can determine a good mylar capacitor with a analog/digital multimeter.
