Henrique: thanks. the transformer was in bad shape..dirty, rusty, loose wires all over..even the main power plug was not good. I should have added a photo of the transformer to show you the damage on it. the voltage on it was not steady and I believe it could damage such devices.

Once again problems with (probably) bad Chinese el-caps. However, I suspect that the issue was not with the step-down voltage converter itself. It seems to be just a coincidence: the el-caps were already bad at that moment. The voltage coming from the voltage converter (perhaps not so deviated from the nominal value) could have increased the chance of the problem, affecting these two components perhaps already at the edge of the abyss. I argue this based on the fact that no other component was damaged (fuse, diodes, switching transistor etc.).
