Yes you test it like a common fuse. Usually it has very low ohm (0.1 to 2.2 ohm) and the function is for protection along the dc circuit line. This is why sometimes when we see this resistor had an open circuit the ic further down the line will surely had developed a short circuit. Many people just replace the IC and did not check on the fusible resistor and when they power On the set there will be no dc supply going to the IC.
Sometimes you can see this fusible resistor located before the secondary output diode and in many equipment they are located after the secondary output diodes. And in some equipment instaed of using the fusible resistor manufacturers uses pico fuse as protection. We can find pico fuse in many of the inverter board in LCDs.
