Could you tell me if this a capacitor leak on the board? Thank you

Answer:

Those are not electrolyte (leakage) from the electrolytic capacitors. They are just some sort of glue/epoxy/hard silicone to secure the components from vibration effect. Some components tends to be loosen easily this is why the manufacturer have to use those compound to secure it. Many times this compound (decayed glue) can become conductive and cause trouble (intermittent problem) to the equipment. You need to scrap if off and clean it with Thinner solution.

    Sir,

Thanks you for pointing that glue.
please guide us . In Adapters and Micro supplies mostly would used same type white glue to hold hard electronic components.
what is the best way to remove glue material ?
Does any type of liquid available ? in order to remove easily from the circuit boards because sometime during scrap glue material small component has damaged.

It is easier to remove the glue if you warm it up first. In tight places, you can heat the glue up with a hot air rework station.

That is right, many people think that is a leakage of the electrolytic capacitors, and it's only a chemical substance to keep them atached to the circuit.
