When I powered on the device the red Light should come on; then it should go off after the green light come on when the relay clicks on.

I did not see the light switching and the relay did not click.

Here is a closer look of the board and I do not think I have such a relay in my shop so I have to look for one but let us test and make sure it is the relay that is causing this fault.

This board was re soldered before and as the customer said this device was sent to another tech for repair and that tech assumed re soldering the pins will bring it to life.

I should have tested if this relay gets the right voltage to operate on not but I de soldered it off board for check up.

It seems a very good relay and it should be easy to take that cover off to see if the inside coil was faulty since I was not able to get any ohms reading on it.

Good job! It may have been not such an expensive device but most really cheap outlets have always screws that can't be screwed out. With screws that only can be screwed in at assembly. Or no screws at all.
So I suppose it was expensive enough like the Fluke DMM you used here that is known for being quite expensive.

Albert: thanks man. it is way less expensive than my Fluke meter that is for sure. yes to the customer the device was cheap but was worth the fixing since it protects the devices that connected to it. have a blessed day.
